Te Tihi o Ruahine Whānau Ora Alliance is the union of nine Iwi, Hapu and Māori Organisations with a constant and unwavering commitment to whānau.

Together, we continue to actively contribute to Māori development, whānau ora and whānau “Reaching New Heights”.

Te Ohu Whakaaraara is a kaupapa Māori service, where Kaiwhakaaraara support whānau through a process that re-ignites DREAMING as a starting point for change.

WHAKAHAERE RARAUNGA

Te Tihi o Ruahine have a collective aspiration to meaningfully exercise and maintain Data Sovereignty.

 

Te Tuahiwi o Te Tihi are deconstructing the paradigms that have underpinned data and maintained the poor outcomes and experience of Māori across all sectors.

 

Bringing together expertise in Data and Tikanga we are creating a set of tools for Māori to effectively capture, analyse and disseminate Māori data, information and stories to ensure the collective wellbeing of whānau Māori, upholding the Mana Motuhake hapū, iwi and hāpori Māori.

​PIKORUA

The Pikorua provides a road map to operationalise the whanau centred approach, it is a guide to structure the capture and contextualisation of information.

​NĀ TE WĀNANGA

In early prototype stages, Na te Wananga, Ko te Hauora is a digital tool with guiding resources.

 

Utilising Māori understandings of knowledge, learning and wellbeing this tool supports the actualisation and measurement of holistic outcomes.

 

Centering on self-identified aspirations through accessibility of their own data, kaimahi are key partners in guiding the advancement of their workforce.

OPPORTUNITIES

COMPUTERS IN HOMES

Computers in Homes is digital literacy programme that assists whānau and individuals develop core digital skills through solution-based learning, as well as obtain access to affordable digital technologies.

TE ARA MAHORAHORA

Te Ara Mahorahora is a Police and Te Tihi initiative which provides support to the whānau to achieve their Restricted and Full Licences. We provide financial assistance with documentation, a registered and warranty Vehicle, an endorsed Driving instructor for a driving assessment and mentoring session (volunteers) to provide extra driving practice to whānau

"Having a full license has opened more job opportunities for me!!…I passed

the license for F endorsement which gave me a pay raise at work of an extra $100 a week for me and my family which is awesome!!"

COLLECTIVE IMPACT

​KĀINGA WHĀNAU ORA

Kāinga Whānau Ora supports whānau dreams & aspirations by bringing together key agencies because we know that we can achieve better outcomes when we work together.

 

This choice was premised on a need to move beyond collaboration and co-ordination to shared and collective transformation and a clear focus on sustainable change for whānau and their community based on their needs and aspirations.

ORA KONNECT

Ora Konnect is a community and intersectoral health and wellbeing response to the everyday needs of whanau in the south-western suburbs of Palmerston North.

Through strong relationships, leadership across multiple sectors and meaningful representation of whānau, Ora Konnect is connecting whānau residing in the 4412 suburbs to opportunities that will improve their economic, environmental, social and health outcomes.

TE RANGA MARO

TU ARA AKE

Te Ranga Maro Charitable Trust as a subsidiary of Te Tihi O Ruahine Charitable Trust, is responsible for the Housing programme within the organisation. The current programme is delivering across to Crown Housing initiatives, Te Ara Mauwhare 10 whare and Progressive Home Ownership 15 whare. Through Te Ara Mauwhare, three of the five whānau of our first whare development are now home-owners, an achievement to behold. Our model works! 


Planning for our next five whare is back on track following Covid-19 disruptions. The Progressive Home Ownership programme for 15 more whare for whanau is nearing contract sign off for a 2023 start. All in all, lots of positives from 2022, and the next 3 years looks even better.

COVID RESPONSE

KA PUTA, KA ORA

‘Ka puta ka ora’ is the title given for this documentary series indicating the rising up of the many levels of Iwi/Māori leadership across the Ruahine-Tararua region in response to the COVID-19 pandemic in Aoteaora-New Zealand.

 

The name acknowledges the ‘coming forth’ of the people to instigate and set in motion a coordinated approach to ensuring the wellness of its communities.

DISTRIBUTION

‘Through strong relationships Te Whare Pūkai are actively distributing kai and hygiene supplies, to our Iwi and Māori providers who support whānau in our wider hāpori. Te Whare Pūkai explores opportunities to procure and support local Māori suppliers. Te Whare Pūkai sees the whole system of kai production and distribution as a lever to Māori advancement at both a system level and within the homes of our whānau.


The on-going challenges of Covid-19 has shown us that whānau still require some immediate support with accessing kai and other resources. With the agreement between Iwi and Māori providers across the rohe, Te Tihi o Ruahine established a distribution centre, Te Whare Pūkai. This is secured to operate over the next 2 years. Iwi Maori providers contributed funding alongside grant funding from Te Puni Kokiri to establish Te Whare Pūkai in May 2022. We are fortunate to have two experienced kaimahi who manage daily operations of Te Whare Pūkai.


Te Whare Pūkai was established in 2022 to support Iwi and Māori providers across Tararua, Manawatū, Horowhenua/ Otaki and Te Papaioea, to strengthen their access to kai and hygiene supplies for Whānau and Hapori. Through strong relationships and the establishment of clearly defined end to end processes and systems, Te Whare Pūkai will operationalise the procurement and distribution of kai and hygiene supplies to our Iwi and Māori providers across the rohe. Building relationships with Māori kai and goods suppliers will enable Te Whare Pūkai to support opportunities for Māori advancement.

Moving Forward
Our direction moving forward is based around the efficiency, and effectiveness of our systems, processes, and relationships. We are harvesting technology to maintain stock levels all the while ensuring we are managing the freshness of stock. We aim to explore relationships with Iwi Māori businesses who are in the food distribution supply chain, and will continue to procure bulk food and other resources which will be distributed to our Iwi Māori providers, to whānau living across our rohe.

 

​ATA WHAKARONGO, ATA WHAKAAROHIA, ATA WHAKAMAHIA

Āta 1. (modifier) gently, slowly, carefully, clearly, deliberately, purposefully, intentionally, openly, thoroughly, cautiously, intently, quite - stands before verbs to indicate care, deliberation or thoroughness in carrying out the activity.


Globally New Zealand was praised for outstanding efforts in our pandemic response to COVID-19. However, the reality is that the inequitable vaccine rollout exacerbated Māori health inequities. The Delta outbreak that began in August 2021, disproportionately infected, hospitalised, and killed Māori.  The COVID-19 response is the most recent example how the Crown has not honoured their responsibilities under Te Tiriti o Waitangi to protect and partner with Māori exposing us to significant and preventable risk.

 
Although considerably late in the pandemic, Te Tihi secured a contract with MDHB and designed a framework: Āta Whakarongo, Āta Whakaarohia, Āta Whakamahia, which applied whakaaro Māori to ensure we were able to describe our own experiences of the COVID-19 pandemic in our own way, both through data insights, and social media, to communicate with whānau. Āta was not just a descriptor of how we needed to behave in the face of the pandemic but also with the data, given the sensitivity, and the messages, as we were astutely aware of the impact they could have on the audience, whānau Māori in the rohe.  

 

The following were the objectives of our data space and insights reports.

 

  1. Understand equitable access for Māori to first and second doses of the Pfizer vaccine.


  2. Estimate coverage for enrolled Māori in our rohe across locality, socioeconomic deprivation, community card holders, gender, age.


  3. Estimate non-enrolled Māori in our rohe who also require Pfizer vaccine and look for ways to increase both PHO enrolment and uptake of Pfizer vaccines.

  4. Understand the effectiveness of vaccine pop-ups for Māori.


We believe the tools that were created including the development of the SharePoint; the PowerBi reports; the weekly insights pānui; as well as Communications collateral, which was development within another stream concurrently; has achieved these objectives. We were able to produce 25 insight reports from Nov 2021 to April 2022 and have recently ceased updating the PowerBi report as the database has been moved to another platform as part of a national initiative to consolidate vaccination and screening data into AIR (Aotearoa Immunisation Register).


Through recognition of ‘by Māori for Māori’ solutions throughout the COVID response from kai, communications to data we have seen that those in the bureaucracy of Government agencies and others can change for the better. So, our expectation of them is now greater, even though it is challenging for them to continue this changed behaviour. Āta was an example of where we were given direct access to source data, and we were able to utilize it in a practical way to support Māori and Iwi providers to increase vaccinations. In terms of moving forward, Māori are looking for more permissive environments and a more equal form of partnership including Māori Data Sovereignty and access to all data that can support Māori and Iwi providers in our rohe.
